Experts ponder real costs of Clinton's health plan
A lot of health care policymakers admire Sen. Hillary Clinton's new universal coverage plan, but they can't shake the queasy feeling that has afflicted anyone who has ever bought a new car.

They love the list of standard features, they like the price, but they can't be sure the amount on the sticker - $110 billion - is what they'll actually pay.
"It's impossible to estimate cost based on the level of detail you see in a campaign proposal," said Paul Ginsburg of the nonpartisan Center for Studying Health System Change.
Clinton, like opponents John Edwards and Barack Obama, based her estimates on research by progressive think-tanks and business groups.
But some experts caution her against low-balling the plan's potential costs or overselling its cost-cutting potential. Such admonitions have a familiar ring for Clinton, whose 1993 number-crunching was deemed overly optimistic by members of her husband's own cabinet.
"The $110 billion number is a very responsible estimate," said John Sheils, a national health finance expert. "But there's a major problem."
The trouble, Sheils argues, is rooted in Clinton's commitment to limiting insurance premiums to a fixed percentage of income.
