Former President Bill Clinton's speech Sunday to about 2,000 people in downtown Miami will be one of the largest events of the presidential primary race in Florida. But don't expect to see it on television. Hillary Clinton's presidential campaign says allowing media coverage of her husband's appearance would violate her pledge not to campaign in Florida, which trampled national party rules when it moved up its March primary to Jan. 29. The event at the James L. Knight Center will be the first test of the loyalty oath taken by Clinton and other Democratic candidates to the four states authorized to hold the earliest primaries and caucuses. ''Florida is an important state in which we intend to campaign aggressively in the general election, but we are going to stick to the letter and spirit of the pledge we signed,'' said Clinton spokesman Mo Elleithee. ``We will not be campaigning in Florida, nor will we be sending any surrogates to campaign in Florida.''
